改革開放是中國20世紀以來社會歷史發展進程中的重大事件，香港在進程中扮演不可或缺的角色。回顧過去，國家改革開放始於1978年，一批港商北上投資，兩地磨合出互惠互利的合作模式。《香港參與國家改革開放志》中提到，香港自1979年參與國家改革開放歷程，相互促進下，推進社會主義現代化建設，並發展經濟。香港七十年代經濟起飛，被列入亞洲四小龍之一，但面臨人力及市場的樽頸，故國家改革開放為香港帶來機遇，一批港商北上投資，帶來的除了資金，還有技術、訊息、管理制度和國際視野，而內地亦可提供人力及地方，形成互補。

香港自1979年參與國家改革開放歷程，舆内地相互促進，經過四十餘年互動，國家成为全球第二大經濟體、全球贸易大國；香港經濟結構從輕工業產品製造出口，成功轉型為服務業型經濟體、國際金融中心和航運中心。
