At the first "Ministers' Passage" of the Two Sessions 2026, the heads of ministries showcased an impressive "hardcore" report card. Yin Hejun, Minister of Science and Technology, mentioned that China's ranking in the Global Innovation Index has jumped to 10th place globally. Notably, in the ranking of the world's top 100 science and technology innovation clusters, the Shenzhen-Hong Kong-Guangzhou cluster leaped to first place globally, and breakthroughs have also been achieved in chip research.

工業和信息化部部長李樂成介紹，當前，中國作為世界第一製造大國的地位進一步鞏固，同時人工智能（AI）正成為經濟高質量發展的「強勁增量」。

Li Lecheng, Minister of Industry and Information Technology, introduced that currently, China's position as the world's leading manufacturing power has been further consolidated, while artificial intelligence (AI) is becoming a strong incremental driver for high-quality economic development.

陰和俊首先展示了一系列亮眼的科技成果：人形機器人大放異彩，在央視春晚上，從去年的扭秧歌、轉手絹，到今年的翻跟頭、演小品，十八般武藝競相展示；開源大模型領跑全球，芯片攻關取得新突破；創新藥迅猛發展，去年，中國批准上市的創新藥達到76個，對外授權交易總額超過1,300億美元。

Yin first showcased a series of technological achievements: humanoid robots demonstrated extraordinary capabilities, performing on CMG Spring Festival Gala–from last year's yangko dance and handkerchief twirling to this year's somersaults and comedy sketches, showcasing a wide array of skills; open-source large models are leading globally, with breakthroughs in chip research; the innovative drug sector is developing rapidly, with 76 innovative drugs approved for market in China last year, and the total value of out-licensing deals exceeding 130 billion US dollars.

他說，中國科技實力躍上新台階，創新指數排名已攀升至全球第十位。2025年，全社會研發投入超過3.92萬億元，強度達到2.8%。其中，基礎研究投入接近2,800億元，比重達到7.08%，首次破7，創歷史新高。

"China's scientific and technological strength has reached a new level, with its innovation index ranking climbing to 10th globally. In 2025, total societal R&D investment exceeded 3.92 trillion yuan, with an intensity of 2.8%. Among this, basic research investment approached 280 billion yuan, accounting for 7.08% of the total R&D spending – exceeding 7% for the first time, a historic high."

針對推動科技創新和產業創新深度融合方面，陰和俊介紹，中央對此高度重視，作出系列戰略部署，成效十分明顯。

目前，中國「三新」經濟增加值佔GDP的比重已超過18%；在全球工業研發投入2,000強企業中，中國大陸企業有525家，佔比達到26.3%。在全球百強創新集群排名中，深圳—香港—廣州集群躍居全球第一，北京排名第四，上海—蘇州集群排名第六。

Regarding the deep integration of technological and industrial innovation, Yin explained that the central government places high importance on this and has made a series of strategic deployments, with very noticeable results.

Currently, the added value of China's "three new" (new industries, new formats, new business models) economy accounts for over 18% of GDP. Among the world's top 2,000 companies in industrial R&D investment, 525 are from the Chinese mainland, accounting for 26.3%. In the ranking of the world's top 100 science and technology innovation clusters, the Shenzhen-Hong Kong-Guangzhou cluster leaped to first place globally, Beijing ranked 4th, and the Shanghai-Suzhou cluster ranked 6th.

李樂成也介紹了工業信息化領域的成果。他表示，2025年，中國工業增加值達41.7萬億元，對經濟增長貢獻率達35%，全球第一製造大國地位持續鞏固。

Li also presented achievements in the industrial and information technology sectors. He stated that in 2025, China's industrial added value reached 41.7 trillion yuan, contributing 35% to economic growth, continuously solidifying its position as the world's premier manufacturing nation.

針對人工智能這一熱點，李樂成指出人工智能這個「關鍵變量」正在成為經濟高質量發展的「強勁增量」，2025年，中國人工智能核心產業規模超過1.2萬億元，企業數量超過6,200家。中國大模型正走向世界，過去一年，中國開源模型下載量全球居首；AI工具賦能生產，截至2025年底，規上製造業企業人工智能技術應用普及率超30%；智能終端融入生活，國內企業發布300多款人形機器人產品。

Regarding the hot topic of AI, Li noted that this "key variable" is becoming a strong incremental driver for high-quality economic development. In 2025, the scale of China's core AI industry exceeded 1.2 trillion yuan, with over 6,200 enterprises. Chinese large models are going global; in the past year, China ranked first globally in downloads of open-source models. AI tools are empowering production; by the end of 2025, the adoption rate of AI technology applications among industrial enterprises above the designated size exceeded 30%. Intelligent terminals are becoming integrated into daily life, with domestic enterprises releasing over 300 types of humanoid robot products.

他強調，「人工智能+製造」是一個必答題，不是一道選擇題。但在推動人工智能產業發展過程中，必須統籌發展和安全。

He also emphasized that the new roadmap "AI + Manufacturing" is a mandatory question, not optional. However, in promoting the development of the AI industry, it is necessary to balance development and security.

要堅持「人工智能為人所用、為人服務、為人所控」，同時秉持開放合作理念，加強國際協作，讓人工智能真正成為造福全人類的全球「公共產品」。

"We must adhere to the principle of 'AI being used by people, serving people, and being controlled by people,' while upholding the concept of open cooperation, strengthening international collaboration, and striving to make AI a global 'public good' that truly benefits all of humanity."
