【原文】摘錄自9月8日香港《文匯報》:第十屆「一帶一路高峰論壇」於9月10日至9月11日在灣仔會展盛大舉行,此次盛會匯聚了來自18個「一帶一路」沿線及相關國家和地區超過90位主要官員及工商界翹楚。在全球地緣衝突頻仍、單邊主義和保護主義抬頭的大背景下,此次論壇為「一帶一路」倡議的高質量發展注入新動力。香港憑藉自身的獨特優勢,可在此歷史機遇中發揮不可替代的作用。

「一帶一路」倡議自2013年提出以來,已成為全球規模最大、範圍最廣的國際經濟合作平台之一,成果斐然。中國已與150多個國家、30多個國際組織簽署了230多份共建「一帶一路」合作文件,支持和推動了數以千計項目,創造了以十萬計的就業機會。

香港作為「一帶一路」倡議的重要節點,其戰略地位和互聯互通角色具有獨特優勢。在金融領域,香港一直積極為共建「一帶一路」貢獻力量。過去兩年多,香港跟中東金融市場實現交易所產品互掛,促進了兩地資金的雙向融通。去年,香港發行超過800億美元的綠色和可持續債券,其中綠色債券佔亞洲區總量的45%。自2021年起,香港發行了7隻合共超過8億美元的巨災債券,幫助亞洲及美洲相關國家緩減自然災害帶來的損失。此外,香港還通過把基建債務證券化,協助相關地區吸納更多資金加速基建發展。

在法律和爭議解決服務方面,香港以國際調解院(IOMed)成立為契機,進一步強化世界級的調解樞紐地位,為「一帶一路」項目爭議、跨國企業與東道國矛盾等提供快速解決方案,並與內地在仲裁領域加強交流、融合發展。在專業服務方面,香港擁有全球頂尖的金融、會計、工程、諮詢等專業服務人才,能夠為「一帶一路」沿線大型基建和投資項目的運行提供全方位支持。

面對「一帶一路」沿線國家高質量發展所帶來的機遇,香港可從多方面發揮自身優勢。首先,作為全球最大的離岸人民幣業務中心,香港可為「一帶一路」建設提供更加多元化的融資渠道,進一步完善「一帶一路」沿線項目在港融資機制。其次,強化互聯互通功能,拓展全球經貿網絡。利用大數據、區塊鏈技術發展智能物流,提升貿易數字化水平,打造「一帶一路」沿線的數字貿易和物流信息樞紐。

此外,香港可依託科技優勢,努力建成數據與科技創新樞紐,發揮高校科研優勢,與「一帶一路」共建國家聯合開展技術研發與人才培訓。

展望未來,「一帶一路」倡議在強化製造業、能源等傳統領域合作的基礎上,新能源、數字經濟將成為下一步推進的重點產業領域。香港可抓住這一機遇,共同推動粵港澳大灣區融合發展,形成「一帶一路」倡議的支撐體系。香港作為開放的國際城市,正可成為此類機制的橋樑與試驗田。

Leveraging Hong Kong's Strengths to Advance High-Quality Development of the Belt and Road Initiative

【譯文】The 10th Belt and Road Summit was held with great fanfare at the Hong Kong Convention and Exhibition Centre in Wan Chai from September 10 to 11, bringing together over 90 senior officials and business leaders from 18 Belt and Road partner countries and regions. Against a backdrop of rising geopolitical conflicts, unilateralism, and protectionism, this summit has injected fresh momentum into the high-quality development of the Belt and Road Initiative (BRI). With its unique advantages, Hong Kong is well-positioned to play an irreplaceable role in this historic opportunity.

Since its launch in 2013, the BRI has grown into one of the world's largest and most extensive platforms for international economic cooperation, yielding remarkable results. China has signed more than 230 cooperation agreements with over 150 countries and 30 international organisations, supporting and advancing thousands of projects and creating hundreds of thousands of jobs.

As a key hub in the BRI, Hong Kong enjoys a strategic position and plays a vital role in connectivity. In the financial sector, Hong Kong has actively contributed to the initiative. Over the past two years, it has established cross-listing arrangements with Middle Eastern financial markets, facilitating two-way capital flows. Last year alone, Hong Kong issued over US$80 billion in green and sustainable bonds, accounting for 45% of Asia's total green bond issuance. Since 2021, the city has issued seven catastrophe bonds totalling more than US$800 million, helping countries in Asia and the Americas mitigate the impact of natural disasters. Moreover, Hong Kong has supported infrastructure development by securitising infrastructure debt, enabling partner regions to attract more investment.

In legal and dispute resolution services, Hong Kong has further solidified its status as a world-class mediation hub with the establishment of the International Organisation for Mediation (IOMed). This provides swift solutions for disputes arising from BRI projects and conflicts between multinational enterprises and host countries. Hong Kong has also deepened collaboration with Chinese Mainland in arbitration, fostering integrated development. In terms of professional services, the city boasts top-tier talent in finance, accounting, engineering, and consultancy, offering comprehensive support for large-scale infrastructure and investment projects along the BRI.

To seize the opportunities presented by the high-quality development of BRI partner countries, Hong Kong can leverage its strengths in several key areas. First, as the world's largest offshore Renminbi business centre, it can offer more diversified financing channels and enhance the mechanisms for BRI project financing in the city. Second, by strengthening its connectivity functions, Hong Kong can expand its global trade network. Through the use of big data and blockchain technologies, it can develop smart logistics systems, elevate trade digitalisation, and establish itself as a hub for digital trade and logistics information along the BRI. Furthermore, Hong Kong can build on its technological strengths to become a centre for data and innovation. By harnessing the research capabilities of its universities, the city can collaborate with BRI partner countries on technology development and talent training.

Looking ahead, while the BRI continues to reinforce cooperation in traditional sectors such as manufacturing and energy, emerging industries like new energy and the digital economy will become focal points for future development. Hong Kong should seize this opportunity to promote integrated development within the Guangdong-Hong Kong-Macao Greater Bay Area, forming a robust support system for the BRI. As an open and international city, Hong Kong is well-placed to serve as both a bridge and a testing ground for such mechanisms.
