香港社會面臨的一個重大挑戰是尋找土地資源,為香港人提供體面的、可負擔的住房。多年以來,房協一直在建設符合最佳標準的房屋,並提供創新的住房解決方案,以滿足人們對房屋不斷變化的需求。本期節目我們邀請到了香港房屋協會行政總裁兼執行總幹事陳欽勉與我們分享市民所關注的房屋問題,以及房協在過去兩年面對疫情和經濟挑戰時,如何克服這些困難,幫助廣大市民解決住房需求。

主持︰Along with the economic development and also the social progress, the demand for housing and also public property management has increased. So at different stages, at different times, what has the Housing Society provide and introduced at different times to meet the demand?

隨着經濟的發展和社會的進步,香港社會對住房和公共物業管理的需求也在增加。那麼在不同的階段、不同的時期,房屋協會提供或推出了什麼措施和計劃來滿足公眾需求?

嘉賓︰We started by building rental estates in the 1950s. Sheung Li Uk was the first one, others built in the 1950s and 1960s, include the Healthy Village, Kwun Tong Garden Estate, and Ming Wah Dai Ha. We now have 20 existing rental estates with over 30,000 units.

我們在1950年代開始興建出租屋邨,上李屋是第一個,其他也在上世紀五六十年代建造,包括健康村、觀塘花園大廈及明華大廈。我們現在有20個現有的出租屋邨,能提供超過30,000個單位。

In the 70s, we saw the need to improve the living condition of people who lived in pre-war buildings, and that's why we also redeveloped old buildings in the urban areas. The first project of our Urban Improvement Scheme, Mei Sun Lau, was in Kennedy Town. It was launched with loan provided by the government.

在上世紀七十年代,我們看到有必要改善居住在戰前建築人們的生活條件,這就是為什麼我們也重建了市區的舊樓。我們市區改善計劃的第一個項目就是美新樓,是在堅尼地城的住宅,項目由政府提供的貸款啟動。

Over the years, we have built 30 projects, including Prosperous Garden in Yau Ma Tei, Jubilant Place in Ma Tau Kok, and the last project, Hollywood Terrace, was completed in 1999. And in the 1980s, we saw HK's economy progresses with rising home ownership expiration, that's why we started in the late 1980s to provide subsidized housing for sale. Over the years, we have 25 subsidized sale projects.

多年來,我們已建成30個項目,包括油麻地的駿發花園和馬頭角的欣榮花園,最後一個項目荷李活華庭則於1999年完成。在上世紀八十年代,我們留意到香港的經濟在不斷進步,也有很多房屋的所有權到期,這就是為什麼在上世紀八十年代末我們開始提供資助出售住房,多年來,我們推出了25個資助出售房屋項目。

Turning to the 1990s, we can see the challenge of aging population in HK, so we embarked on elderly housing projects. We have now two existing projects, one in Tseung Kwan O and the other in Ngau Tau Kok, which were completed in 2003 and 2004 respectively. This project provides "lease-for-life" tenancy for middle class people aged 60 or above.

到了上世紀九十年代,我們看到香港面臨人口老化的挑戰,所以開展了長者住房項目。我們目前有兩個現存的項目,一個位於將軍澳,另一個位於牛頭角,分別於2003年和2004年完成以「終身租住」的形式,提供給60歲或以上的中產階級。

主持︰The Housing Society has built a very good reputation over these few decades, because you're addressing different classes and different groups of people's needs. The housing problem has been in HK for many years, so can you tell us what is the future plan for the Housing Society?

房協在這數十年來建立了良好的聲譽,因為你們致力於解決不同階層和不同群體的需求。香港已經苦於住房問題多年,能告訴我們房協有什麼未來規劃嗎?

嘉賓︰We have now 25 projects on the hand being planned or under construction, including Subsidized Sale Flats, Elderly Housing, Dedicated Rehousing Estate and Rental Housing Redevelopment. They will provide over 40,000 housing units in the next 20 years, among which 28,000 will be completed in about 10 years' time.

我們手頭現時有25個項目正在進行,包括資助出售房屋項目、長者住屋計劃、專用安置屋邨項目和出租屋邨重建項目,它們將在未來20年內提供超過4萬個住房單位,其中28,000個單位將在大約10年內完成。

To us, this is an unprecedented production peak over our almost 75 years of history, The Housing Society is indeed glad to be a partner with the government in housing services. It is worth mentioning that we have been assigned by the government a unique role of developing Dedicated Rehousing Estates, DRE. The projects rehouse those eligible residents affected by the government's development or urban redevelopment projects, and that will in turn facilitate provision of land supply for further housing development.

對我們來說,這在我們近75年的歷史中是一個史無前例的高峰,房協很高興能成為政府在提供住房服務方面的合作夥伴。值得一提的是,我們被政府委以重任,開發專用安置屋邨項目,即DRE。這些項目會幫助安置那些受到政府開發項目或城市重建影響的合資格居民,這將反過來促進土地供應,以供進一步的住房開發。

We also note that in the Northern Metropolis, we shall see major land and housing supply for HK. The Housing Society is actively taking forward three DRE projects, which are Pak Wo Road in Fanling, Hung Shui Kiu and Kwu Tung (North). In the urban areas, we also have one DRE project in Kai Tak, and the other in Ma Tau Kok. The total number of flats in our DRE projects will be 13,000, and we will be happy to consider taking on further projects within our capability.

我們還注意到,在「北部都會區」將有大量可供應香港的土地和房屋。香港房屋協會正積極推進三個專用安置屋邨項目,這三個項目分別是粉嶺的百和路、洪水橋和古洞(北)。

在市區,我們也有一個位於啟德和另一個位於馬頭角的專用安置屋邨項目,令總單位數將達到13,000個,而我們也會考慮在能力範圍內承接更多的項目。

On the other hand, we also will continue to redevelop our aging housing estates, and make the full use of the development potential of the sites, and increase the total number of units after their completion. Take Yue Kwong Chuen as an example, the total number of flats will increase by 150% after the completion. So I hope that people can see we have been holding on to our mission by making use of our own resource to provide housing solutions with an innovative mind, and will continue to create quality and affordable homes for HK.

另一方面,我們也將繼續復修老化的屋邨,充分利用這些土地的發展潛力,並在更新工程結束後增加單位總數。以漁光村為例,竣工後單位總數將增加150%,因此我希望人們可以看到我們一直保持初心、堅守使命,利用我們自身資源來提供住房解決方案,保持創新思維,並將繼續為香港建設優質、宜居和可持續發展的房屋。
