馬恩國：必須站起來反對外國干涉內政
中國外交部早前發布《美國干預香港事務、支持反中亂港勢力事實清單》（《清單》）。美國是如何通過各種形式干預他國內政，在當地煽動「顏色革命」的？中國此次發聲又向世界傳遞了什麼訊息？聽聽香港大律師、香港法學交流基金會主席馬恩國是如何分析的。
主持︰Welcome to the second edition of Legal Affairs, I'm Stephen Yap. This time we will talk about the Ministry of Foreign Affairs' fact sheet. Recently, the Chinese Foreign Ministry issued a fact sheet listing five main facts, with a total of 102 examples of US' blatant interference in China's Hong Kong affairs since 2019. As a fierce response to the US' warning of HK risks, the list came at a time when HK has just finished the election under the new system. Lawrence, the term "freedom" appeared 25 times, while "human rights" appeared 15 times in the long list. The two key terms have been major excuses for the US to interfere in HK affairs. Now what's your take on the interventionism on the pretext of freedom and human rights?
歡迎來到第二期《以法論政》，我是葉欣穎。這一次，我們將討論外交部列出的美國干預香港事務及支持反中亂港勢力的事實清單。最近中國外交部發布了一份事實清單，列出了五個主要事實、共102個自2019年以來美國公然干預中國香港事務的例子。作為對美國發出有關香港風險警告的一個激烈回應，這份清單是在新的選舉制度下、香港剛結束選委會選舉的情況下發出的。馬律師，在這份長長的清單中 「自由」一詞出現了25次，而「人權」一詞則出現了15次，這兩個關鍵詞語一直是美國干預香港事務的主要藉口。你如何看待以自由和人權為借口的干涉主義？
嘉賓︰Well, the US has always been putting American interests first. They would topple regimes which is not complacent with their interests. For example, in the past 20 years, they have been launching wars or levying wars on Middle East countries.
美國一直以來都把本國利益放在首位，他們會推翻那些不滿足於他們利益的政權。比如說，在過去的20年裏，他們一直對中東國家發動戰爭。
When time goes on and on, it launching wars against a nation may not be too effective. There are three reasons for it. First, human casualty. If you send US troops to invade a place, they die and there are a lot of American citizens who are not happy about their kids going to war and die. The second reason is their international oppositions. Because these Middle East countries would have trade relations with other western countries, if America was to invade them and seize control, they would lose also the contracts to all these western nations, and they would object to it. Thirdly is funding. To send a US soldier overseas to fight will cost approximately a million dollar a year. So all these come together, it would not be a good way to topple regimes.
隨着時間的推移，對一個國家發動戰爭可能不會太有效。原因有三個，第一是人員傷亡。如果美軍被派去入侵一個地方，就會有人死亡，而且有很多美國公民不想讓自己的孩子去戰場上送命。第二個原因是國際上的反對。這些中東國家會與其他西方國家有貿易關係，如果美國要入侵他們並掌權，這些西方國家的合約就會失效，從而反對美國的入侵。第三是資金。派遣一名美國士兵到海外作戰，每年大約需要一百萬美元。綜合這些因素，武力入侵一個國家不是推翻政權的好辦法。
What they do is launch color revolution. They use their internal opposition forces within a nation, to internally overthrow the government. What they did is they would train them. For example, occupying Central. They would tell them how to put in their tents, how to communicate, how to supply electricity. They would fund them. They'll give them money by cash.
他們的做法是發動「顏色革命」，利用國家內部的反對力量，從內部推翻政府。他們會訓練反對派力量，比如說「佔中」行動，他們會告訴參與者如何安置他們的帳篷，如何互相溝通，如何供應電力。他們會資助參與者、給予參與者現金。
主持︰Lawrence, the Fact Sheet is considered a warning to the US and probably US allies who attempt to interfere in China's internal affairs. How effective is the warning? What are some other messages to the world behind this move?
馬律師，這份清單被認為是對美國以及其盟友企圖干預中國內政的警告，這個警告的效果如何？這一舉動的背後，中國想要傳達給世界什麼樣的信息？
嘉賓︰I think there are 3 things. First is, China has this time set the record straight this Fact Sheet covers two and a half years of events. It puts things in black and white, summarizing all of them , so it sets the basis for any future actions or sanctions. The second thing is, it alerts international communities that if you stand in American's way, that will going to happen to you. A color revolution will be coming along. And third, the most important thing is to warn America and Western powers that the insidious plot of the color revolution will not go unnoticed.
我認為有3點。第一，中國此次澄清了事實真相。這份清單涵蓋了兩年半以來發生的事件，它把這些事情全部以白紙黑字的方式記錄下來，它為未來任何行動或制裁奠定了基礎。第二，它提醒了國際社會，如果你擋了美國的道，這些事情就會發生在你身上，一場「顏色革命」就會隨之而來。第三，最重要的事情是它警告美國和其他西方勢力，我們不會忽視「顏色革命」的陰謀。
There are one-third of all the nations in the world issuing a statement condemning them . That means one-third of nations in the world are aware of them. And many of them are developing countries , which are the most susceptible nations for a color revolution. So China has this time alerted the whole world about color revolution, beware they are coming along , if you stand in the way of the Americans. So this statement is a very important international message to the whole world that beware, we have to stand up against foreign intervention.
世界上三分之一的國家都發表聲明譴責他們，這意味着世界上三分之一的國家意識到了這件事情的存在。這裏面許多是發展中國家，他們是最容易被挑起顏色革命的國家。中國這次提醒全世界要注意「顏色革命」，它就要到來，如果你擋住了美國的去路的話。所以這個聲明是向全世界發出的一個非常重要的國際信息︰要當心，我們必須站起來反對外國干涉本國內政。
